In compliance with European directives, starting from June 1st, 2013, property owners must have an energy efficiency certificate in order to sell or rent their properties. As a leading example, public administrations must also possess an energy certificate for their buildings.

The energy certificate will assess the energy efficiency of the property (either the entire building or a part of it), assigning it a rating on a scale ranging from A to G. The document will remain valid for a period of ten years.

In addition to objective information about its energy characteristics, the energy certificate must include recommendations for improving the energy efficiency of the property. The aim is to promote savings and efficiency, and to enable the assessment and comparison of buildings, in order to encourage the promotion of those with high efficiency and investments in energy savings. Investing in energy-efficient building rehabilitation directly affects energy expenses, leading to both energy and economic savings on bills.

Likewise, as a leading action by public administrations, the Royal Decree mandates that all buildings or parts thereof, where a public authority occupies a total useful area of more than 500 m2 initially and are habitually frequented by the public, must possess an energy efficiency certificate and display its label.

Energy efficiency certificates must be registered in the designated registry to ensure their necessary visibility and facilitate monitoring by the administration. The registration of energy certificates entitles the holder to obtain an energy efficiency label.
